Lorain County is Cleveland's western neighbour, from Avon Lake and Avon on the lake to North Ridgeville, Elyria and Lorain. Elyria is the county seat and Lorain the largest city, and the Black and Vermilion rivers run north through it to Lake Erie. Contractor registration there costs $150 new and $75 to renew, valid for a year from issue. Resealing is not on the list of work in the guide.
North Ridgeville's numbers are a useful yardstick anywhere in the county. The two inches of asphalt on top keep the water out and give a smooth surface. The six inches of compacted stone under it carry the weight and let water drain away before it can freeze in place. Almost every early failure on a driveway starts in that lower layer, which is why a quote that talks only about asphalt thickness is missing the part that decides how long the drive lasts. The city's ban on recycled stone in the right-of-way points the same way: what goes under the apron has to be clean, consistent stone.
Avon Lake needs a right-of-way permit any time someone works in the right-of-way, which the city defines as one foot behind the sidewalk to the centreline of the street. Every contractor working in the city registers each year: $100, a $15,000 surety bond, and a certificate of insurance of at least $500,000 naming the city as certificate holder.
Avon requires anyone working as a contractor inside the city to register, at $75 for the calendar year, with a $10,000 license and performance bond on the city's own form and a $100,000 liability certificate naming the city.
The rest of the county, including Elyria and Lorain, has not been confirmed from their own pages, so each is checked before a job is priced. A job is only booked where the contractor doing it is registered with that city.
The lake-effect snow belt runs southeast from Cleveland toward Buffalo, and Lorain County sits on the other side of the city from it. Winters still bring plenty of freezing and thawing on the lake plain, and flat drives on flat lots are where that shows: water that has nowhere to run sits on the drive or along its edge, gets into any crack, and freezes there.
That is why North Ridgeville's rule about pitching the drive toward your own property is a good one everywhere. A drive that holds a puddle after rain is a drive that will crack first, and the fix is in the grade, not the sealer.
Enlarging a drive needs a building permit, and the city asks for at least three weeks to process it, longer if the apron changes too.
